The Department of Building Inspection (“DBI”) seeks proposals from non-profit organizations demonstrating successful experience in providing code enforcement outreach and tenant stabilization services to City and County of San Francisco (“City”) residents living in public housing and HUD-funded properties1.
This program is designed to help improve the living conditions in all types of HUD-funded and public housing, including residential buildings that are owned by the San Francisco Housing Authority (“SFHA”) or U.S. Department of Housing and Urban Development (“HUD”) and operated by private management companies.

Interested parties, including Proposers, are specifically directed NOT to contact any employees or officials of the City other than those specifically designated in this RFP and its Attachments. Unauthorized contact may be cause for rejection of proposals at the City’s sole and absolute discretion.

In lieu of a pre-proposal conference and to ensure fair and equal access to information about this RFP, e-mail your questions to dbi.rfp@sfgov.org. Questions must be in writing and received before 12:00pm PT on July 1, 2022 No questions will be accepted after this time with the exception of questions on City vendor compliance or Human Rights Commission requirements.
