MINUTES
A. CALL TO ORDER and ROLL CALL.
The meeting of the Abatement Appeals Board for Wednesday, January 19, 2022 was called to order at 9:02 a.m. and roll was taken by Commission Assistant Secretary Monique Jones, and a quorum was certified.

Ramaytush Ohlone Land Acknowledgment read by Vice President Tam:
The Abatement Appeal Board acknowledges that we are on the unceded ancestral homeland of the Ramaytush Ohlone, who are the original inhabitants of the San Francisco Peninsula. As the indigenous stewards of this land and in accordance with their traditions, the Ramaytush Ohlone have never ceded, lost, nor forgotten their responsibilities as the caretakers of this place, as well as for all peoples who reside in their traditional territory. As guests, we recognize that we benefit from living and working on their traditional homeland. We wish to pay our respects by acknowledging the Ancestors, Elders, and Relatives of the Ramaytush Ohlone community and by affirming their sovereign rights as First Peoples.
B. FINDINGS TO ALLOW TELECONFERENCED MEETINGS UNDER CALIFORNIA GOVERNMENT CODE SECTION 54953(e). (Discussion and Possible Action)
The Board will discuss and possibly renew findings that it adopted at its October 20, 2021 meeting that are necessary to authorize the Board to hold meetings remotely under the modified Brown Act provisions in Assembly Bill 361.
Vice President Tam made a motion, seconded by Commissioner Eppler, to continue teleconference meetings as the conditions in the resolution continue to exist.
The motion carried unanimously.
C. APPROVAL OF MINUTES: (Discussion and Possible Action)
Discussion and possible action to adopt the minutes for a meeting held on: December 15, 2021.
Vice President Tam made a motion to adopt the meeting minutes of December 15, 2021, which was seconded by Commissioner Sommer.
The motion carried unanimously.
There was no public comment.
D. REVISION OF ABATEMENT APPEALS BOARD PROCEDURAL RULES (Action item) The Board will present and adopt revised bylaws and rules of procedure for appeals.
President Alexander-Tut asked that the Building Inspection Commission (BIC) and Abatement Appeals Board (AAB) rules be aligned regarding notifications for the nominations, and if another revision or notification were necessary.
Deputy City Attorney Porianda stated that although he was not familiar with the BIC rules that the AAB rules for nominations should be aligned with the BIC, and would be held in February so there would be back to back meetings of elections.
President Alexander-Tut asked about the notification requirement for the BIC in the rules for January.
Secretary Harris clarified that the BIC rules state the elections are held in February, but the Commission informally had nominations of members to be considered in January; However, that was not written in the BIC rules.
President Alexander-Tut said for consistency we would leave the process as is.
Vice President Tam made a motion to accept the Abatement Appeals Board Procedural Rules, which was seconded by Commissioner Sommer.

There was no public comment.
Mr. Joseph Duffy, Deputy Director of Inspection Services and Secretary to the Board, announced that the Abatement Appeals Board meetings would be postponed for the next couple of months due to training new staff, and also a huge turnover of staff recently. He anticipated that hearings would resume in March and did not foresee any impact of a backlog.

F. ADJOURNMENT
Vice-President Tam made a motion, seconded by Commissioner Eppler, to adjourn the meeting.
The meeting was adjourned at 9:14 a.m.
