PUBLIC ADVISORY COMMITTEE

MEETING NOTES

1. WELCOME AND INTRODUCTIONS

Vivian Day welcomed attendees to the meeting and introductions were made.

 

2. PROGRESS OF 5TH FLOOR REMODEL

Director Day reported the tentative opening for the 5th floor operations will be on November 1. There is a delay in the delivery of equipment and furniture. Signage has been prepared, and they are going through final lighting sign offs. Q-matic will be installed a month or so after.

Laurence Kornfield reviewed the general work flow layout of the proposed 5th Floor OTC operation. Fire, PUC, and BSM stations will be located on the 5th floor. Health will be at DBI on a scheduled time basis. Staff is continuing to work with Planning to have a presence on the 5th floor.

Support staff may be affected in the coming months due to citywide layoffs. 1400 series positions may bump out current staff.

It was reported to Laurence Kornfield that projects are facing a 5 week backlog for plan check.

It was suggested that staff clarify the definition of “submitted job.” Laurence Kornfield will meet with Simon Tam on this item.

Director Day reported she is still working on having DBI as the main agency for fee collection. This includes school fees and business licenses.

After the 5th floor is in operation, DBI will begin its 4th floor remodel which will house, records, payroll/personnel and administration.

Laurence Kornfield clarified that once DBI begins marking project plans and making comments, DBI will not return the plans to the customer. They will be held at the DBI plan room. It was suggested having a time limit on holding the plans. Another issue that may occur is lost plans.

It was said that IPR staff is still signing in the area for Redevelopment approval. Director Day said she would speak to Max Putra on this item.

 

3. DISCUSSION ON NEW LEGISLATION

Director Day discussed the Graywater legislation that was passed by the State. Due to the current systems in San Francisco, this cannot be implemented. Staff is working to correct.

The Vacant Building Ordinance will go into effect on September 28. Staff is working on creating the notification to owners.

The Mayor’s voluntary seismic retrofit legislation is currently in committee.

A $1M grant in Federal funds is available for code enforcement. Director Day is working with Pelosi, Feinstein, and the Mayor to see if DBI can receive some of the funds.

 

4. ROUNDTABLE DISCUSSION

It was suggested that an “open house” be held when the 5th floor is completed with BPR participants to go over work flow issues.

A suggestion was made to have a uniform plan check list.

There was a suggestion to update the DBI website and have staff look at the San Jose City website as an example for format and functionality.
