NOTICE OF MEETING

Regular Meeting of the

CODE ADVISORY COMMITTEE

AGENDA

1.0 Call to Order, Roll Call and confirmation of quorum.

2.0 Discussion and possible action regarding a proposed ordinance (file # 101075) amending the San Francisco Building Code by amending Section 107A.13 to modify the method of calculating the development fee deferral surcharge rate and to clarify when a project sponsor may elect to defer the payment of development impact and in-lieu fees, adopting environmental findings. The possible action is to make a recommendation to the Building Inspection Commission for their further action. (20 minutes)

3.0 Discussion and possible action regarding a proposed ordinance (file # 101053) amending the San Francisco Planning Code by amending Sections 124,132.2,144,145,145.1,145.5,150, 151.1,155,161,186,209.8,210.3,212,231,243,253,and 253.2, and by repealing Sections 175.1m175.2,175.3,175.4,175.5, and 249.26, to create comprehensive and consistent street frontage controls for residential districts, to create consistent ground floor controls for industrial districts, to permit certain small corner commercial uses in RM-3 and RM-4 districts, to modify floor area ratio controls in the Van Ness special Use District, to modify conditional use requirements for buildings over 40 feet in RM and RC districts, to amend the procedure for certain exceptions from off-street parking and loading requirements, and permit parking and loading exceptions to preserve historic buildings and landmark trees, an to make certain Planning Code controls consistent across C-3 districts; adopting findings, including environmental findings, Section 3032 findings, and findings of consistency with General Plan and Priority Policies of Planning Code Section 101.1. The possible action is to make a recommendation to the Building Inspection Commission. (20 minutes)

4.0 General discussions regarding a proposed ordinance (file # 101105) amending the San Francisco Environment Code by adding Chapter 20, Sections 2000 through 2008, to adopt the San Francisco Existing Commercial Buildings Energy Performance Ordinance, requiring owners of nonresidential buildings to conduct Energy Efficiency Audits of their properties and file Annual Energy Benchmark Summaries for their buildings, and making environmental findings. (10 minutes)

5.0 General discussions regarding a proposed resolution (file # 101016) approving revised interim controls providing that the alternatives provided to project applicants of residential development under Planning Code Section 415 it seq. shall, except for certain eligible projects, be suspended and replaced by an interim affordable housing fee that is equivalent to the current in lieu fee and amending the housing requirements for residential projects in the Rincon Hill Area Plan for 18 months or until a permanent ordinance amending Planning Code Section 415 et seq. is adopted and making findings of consistency with the priority policies of Planning Code Section 101.1 and environmental findings. (10 minutes)

6.0 General discussions regarding a proposed ordinance (file # 101079) amending the San Francisco Administrative Code by repealing Chapter 63 in its entirety and adding Chapter 63, requiring the development and maintenance of landscape irrigation controls for specified new construction landscapes and landscape rehabilitation projects. (10 minutes)

7.0 General discussions regarding a proposed resolution (file # 101106) imposing interim zoning controls to require conditional use authorization for “Other Entertainment Uses” within the Van Ness Avenue Special Use District and making findings, including findings of consistency with the priority policies of planning code section 101.1 and environmental findings. (10 minutes). (10 minutes)
