Meeting was called to order at 9:00 a.m. Quorum established with 3 members present.

Approval of the minutes of the Structural Subcommittee special meeting of July 16, 2009.

A motion to approve the minutes. Seconded and approved.

Approval of the minutes of the Structural Subcommittee regular meeting of August 11, 2009.

Discussion and possible action regarding the proposed substitute legislation (File No. 091113): Ordinance finding a compelling public policy basis for expediting the processing and review of permits for voluntary seismic retrofit upgrades of soft-story, wood-frame buildings and amending the Planning Code, Building Code, Fire Code, and Public Works Code to waive permit processing fees for the proportionate share of work related to such seismic retrofit upgrades; making environmental findings and findings of consistency with the City’s General Plan and Planning Code Section 101.1.
The possible action will be to forward to full CAC to make a recommendation to the Building Inspection Commission for their further action.

The following revisions to the proposed ordinance are recommended:

Revise the following paragraph on Page 7:

(8) Permit review fees shall be waived for seismic upgrade work on soft-story, wood-frame buildings, as defined by the Director of the Department of Building Inspection in its Administration Bulletin. These fees will be waived only if a proposal to retrofit a building triggers Planning Department review. The fee waiver shall not apply to other components of work that may be included in the application.

as follows:

A motion to move the revised proposed ordinance forward to the full CAC Meeting. Seconded and approved.

Discussion and possible action on draft AB-046.

Draft #7 by Ray Lui was discussed.

Cross-referencing to AB-047, establishing minimum requirements for special inspectors as part of the purpose, clarification of small projects in II.B.2, deleting January 2010 as the dates of approval by BIC and Director, correcting DBI Website in FORM SI-103 etc., applying Special Inspection Coding in Form SI-102 and including area of work to other forms, clarifying that the Registered Design Professional was responsible to complete FORM SI-202 and changing the order of the Form SI-102-EZ in FORM SI-202 for further clarification were discussed.

A motion to approve Draft #7 with comments in the meeting and forward to CAC meeting on 1/13/10. Seconded and approved.

Discussion and possible action on possible modifications to San Francisco Building Code Section 105A.7 to remove the requirement for an Unreinforced Masonry Building Appeals Board.

No discussion.

Discussion and possible action on 2007 SFBC Section 1604.11.3 and 3403.2 to incorporate applicable provisions of 2001 SFBC Section 1605.4.3 and 3403.2.1.1, exception 1..

No discussion.

10.0

Discussion and possible action on 2007 SFBC Section 3403.2.3.2.4 to incorporate recommendations of SEAONC on repairs.

No discussion.

11.0
