Call to Order and Roll Call and confirmation of quorum.

2.0

Approval of the minutes of the committee meeting of March 11, 2009.

3.0

Discussion and possible action regarding motions made in full Code Advisory Committee meeting of March 11, 2009.  The possible action will be to reconfirm each motion as made and recorded in the minutes of that meeting.                  (10 minutes)

 

4.0

Discussion and possible action regarding a proposed ordinance (File No. 090227, Sup. Mirkarimi) amending the San Francisco Building Code by amending Section 109A to provide that an Amended Certificate of Final Completion and Occupancy shall be issued for an existing building where there is an increase in the number of legal dwelling units resulting in a change of occupancy, and to require the Amended Certificate of Final Completion and Occupancy to include a reference to the date of the first certificate of occupancy and any subsequent certificates of occupancy that have been issued for the building. The possible action will be to make a recommendation to the Building Inspection Commission for their further action.       (15 minutes)

 

5.0

Discussion and possible action regarding a proposed ordinance (File #090276, Supervisor Daly) amending the San Francisco Housing Code Chapter 5, by amending Section 503(d) “Housing Access” to promote affordable housing by extending the protections of that Section to all persons sharing housing by deleting the references to “families,” and to specify that both prospective and current tenants are protected; amending Section 503(b) “Superficial Floor Area” to make a technical correction.  The possible action will be to make a recommendation to the Building Inspection Commission for their further action.      (10 minutes)

 

6.0

General discussions of possible modifications to San Francisco Building Code Section 105A.7 to remove the requirement for an Unreinforced Masonry Building Appeals Board.    (15 minutes)

 

7.0

General discussions of the issues relating to the demolition of temporary buildings of possible historic significance and the necessity of possible code modifications to protect such buildings.      (10 minutes)

 

8.0

Full discussion regarding Senate Bill (SB) 1473 - Green Building Standards.In part, (1) this bill requires the Building Standards Commission (BSC) ....to approve, adopt, codify,publish and update green building standards for those occupancies.  (2) Requires every cityand county to collect a fee of $4.00 per $100,000 in valuation from every applicant fora building permit for the purpose of funding the development of building standards withemphasis on the development of and educational efforts associated building standards,including green building standards. Cities and counties may retain up to 10% of the feescollected to cover the costs of collection and code enforcement education efforts etc.   (10 minutes)

General discussions of a Technology Surcharge for the maintenance of a Permit Tracking System as it relates to the new City Planning & DBI computer software.            (10 minutes)
