MEETING NOTES

1.         WELCOME AND INTRODUCTIONS

 

Vivian Day welcomed attendees to the meeting and introductions were made.

 

2.         DISCUSSION ON PLAN ROUTING & RETENTION

 

The City Attorney has decided that DBI should not return plans/permits to customer once comments have been given. There have been instances where fraud has been committed by changing the plans, etc.

 

It was asked where the plans would be kept. Vivian Day stated that the plans would be under lock and key.

 

It was suggested that this item be discussed in committee and brought to the BIC before anything is implemented.

 

Vivian Day stated that this procedure is intended to go into effect April 1st.

 

There was a comment that the plan room service needs improvement. With regard to the lost plan issue, it was stated that it seems that nothing has been done to properly address the problem. It is still a manual system. Vivian Day stated she would commit having MIS staff look into bar coding plans as soon as possible. Information on RF tagging would also be provided to DBI staff for further consideration.

 

Vivian Day and Laurence Kornfield will further discuss the lost plan issue. They will take the PAC’s concerns to the City Attorney’s Office for review.

 

3.         update on owner/builder form

 

            Vivian Day clarified that an original signature must be submitted for each project at the time of submittal.

 

            The intent of this form is to let the property owner know that they are supposed to be contracting with a licensed contractor to do the work, or if they do the work, they are responsible for the worker’s compensation insurance for the individual and any liability for that individual.

 

            Vivian Day stated that IPR staff will be trained on the procedure for this form. Copies of the form will be available online and on the 1st and 4th floors.

 

            An inquiry was made whether an original letter with signature could be kept on file at CPB. Vivian Day stated this would be acceptable. Additionally, a form of identification is required. A copy would also be acceptable.

 

            It was suggested that DBI create a template for owner builder letters.

 

4.         DISCUSSION ON PLAN REVIEW FOR OTC

 

Vivian Day stated customers should be prepared to have a new permit number and will be charged current fees for any over the counter permit that has not been picked up by September 2.

 

Vivian Day stated there would be joint training with 1st and 4th floor staff to go over new policy and procedure changes.

 

5.                  ROUNDTABLE DISCUSSION

 

There was an issue brought up about expired permits that are being renewed and given a different number. Clients are receiving letters about expired permits instead of being sent to permit consultants. Edward Sweeney stated that he is instructing his staff to double check the information on the letters before having them sent out. Vivian Day stated that this problem will be addressed in the new Permit Tracking System.

 

It was stated that Housing Inspection signs off on an R-1 or R-2 under the Redevelopment Agency box. Vivian Day apologized and asked that specific projects be brought to her attention so that it could be addressed with staff.

 

6.                  FUTURE AGENDA ITEMS

 

Vivian Day asked that agenda items be emailed to her.
