Call to Order and Roll Call

Meeting was called to order at 9:00 a.m.  Quorum established with 2 members present.

2.0

Approval of the minutes of the Structural Subcommitteeregular meeting of September 12, 2006.

A motion to approve the minutes.  Seconded and approved.

3.0

Discussion and possible action on the Proposed Crestmont Hill Ordinance.

 

The uniqueness of this area/hill such as narrow passageway, quarrying and mining and other human past activity undermining the hill and removing natural support, drainage problems created by uphill alterations, other hills in the City requiring similar Structural/Geotechnical Peer Review are discussed.

There are concerns such is lack of  geotechnical expertise in this Structural Subcommittee.

The inclusion of the block numbers in the subject ordinance is discussed.  It is noted that some other block numbers on Lockeley Avenue may have similar past landslide history but were not included.  Rebekah Krell from Supervisor Elsbernd’s Office explained that the block  numbers were determined by City Attorney’s Office with little or no input from geotechnical engineers.  Alan Kropp, geotechnical engineer, will review the selection based on soil properties and past failure history or landslide activity.

 

    it was suggested and approved by the Subcommittee that the name of the protection area be renamed to the Northwest Mt. Sutro Slope Protection Area instead of Crestmont Hill.

    it was suggested and approved by the Subcommittee that the architect for projects be considered a voting member of the project Structural Advisory peer review group to be consistent with the Edge Hill legislation passed previously.

    it was suggested and approved by the Subcommittee that the mandatory standards for denial of permit to build in the protection area

    it was suggested and approved by the Subcommittee that any peer review group on a project in the protection area be allowed, with the Director of Building Inspection, to continue in this capacity.

    It was further recommended that DBI review the current draft boundaries for the Crestmont Hill Slope Protection Area that were developed by Supervisor Elsbernd’s Office, in consultation with the City Attorney’s Office.

 

A motion to forward the Proposed Crestmont Hill Ordinance to the full CAC for further discussion and possible action. Seconded and approved.

Future agenda may include draft ABs to be completed by Ray Lui or Hanson Tom.
