Call to Order and Roll Call
Members: Jim Guthrie, S.E.; Chair; Ned Fennie, AIA; Michael Fretz, S.E.

Meeting was called to order at 9:00 a.m.  Quorum established with 3 members present.

 2.0

Approval of the minutes of the Structural Subcommittee Special meeting of November 8, 2005.


The minutes are amended to revise Item 5.0 as: “A motion to adopt the draft policy with minor revisions and move it to the full committee.  Seconded and approved.”
A motion to approve the minutes as amended.  Seconded and approved.


 3.0

Review of Garage Door Structural Improvement project.

Continuing on testing and application is encouraged and supported. Whether the details can be used as part of the regular seismic retrofit, and possible revision of building code for mandatory installation of such devices in soft story corner buildings are discussed.

 4.0

Review of Berkeley Shake Table Model Building project.


No discussion.

 

 5.0

Discussion and possible action on the draft Administrative Bulletin on Guidelines for the Structural Review of New Tall Buildings (Formerly AB-082)

It is agreed that this draft Administrative Bulletin to be divided into two separate draft Administrative Bulletins, one for performance-based designs, and the other for new tall buildings.  Requirements of peer reviews may be included in both Administrative Bulletins, since DBI may not have the expertise.

Performance objectives, including references on SEAOC Blue Book Commentary C101 that most buildings should be repairable if meeting prescriptive requirements of the code are discussed.


 6.0

Discussion and possible action on the draft guidelines for Underpinning and Shoring.

 

It is agreed to support and recommend that the draft guidelines to be published as a draft  Administrative Bulletin and to be reviewed by City Attorney.
Protection of foundation, dewatering,  deep excavation, shoring of adjoining building structure and provisions of tiebacks are discussed.

 

 7.0

Items 3.0 thru 6.0 are continued in next  meeting .
Two new items will be added to the agenda of next meeting:

(A)Discussion and possible action on Trichapter Provisions recommendations

 and  (B) Discussion and possible action on IBC Structural Provisions and Chapter 34
