1.0

Call to Order and Roll Call

2.0

Approval of the minutes of the subcommittee meeting of May 17, 2004 and June 14, 2004 and July 19, 2004.

3.0

Discussion and possible action regarding proposed revisions to the 2001 San Francisco Housing Code (SFHC), Chapter 12, Residential Energy Conservation Ordinance (RECO), and related issues.  The possible action will be to make recommendations to the full Code Advisory Committee for their further action.  These proposed revisions include:

 

a.

SFHC Section 1208, Exemptions, delete Section (a)1 exempting existing buildings with proof of compliance, to require additional upgrades at time of each sale;  SFHC Section 1212 Required Measures and Postponements, add additional measures that are to be completed after existing 6 items have been done, and prioritize such measures.

 

b.

SFHC Section 1210,Energy Conservation Requirements Upon Major Improvement, Metering Conversion, Residential Condominium Conversion, or Complete Inspection, clarify and or confirm compliance with RECO requirement upon sale of condominiums, and how and when compliance will be confirmed.

 

c.

SFHC Section 1212(a)1, Required Energy Conservation Measures, upgrade RECO attic insulation requirements from R-19 to R-30.

 

d.

SFHC Section 1217, Rules, review and develop rules to allow confirmation that required RECO energy work has been completed; add requirements for reporting and audit of enforcement, especially when completion is deferred to new owner.

 

e.

Amend the San Francisco Housing Code or procedures to assure that requirements imposed at the time of condominium conversion do not exceed the applicable retroactive code requirements or, when applicable, the requirements of the California Historical Building Code.

4.0

Discussion and possible action regarding any proposals for revising the 2001 San Francisco Housing Code and identifying issues relating to the Housing Code.  The possible action will be to make recommendations to the full Code Advisory Committee for their further action.

5.0

Subcommittee Members’ and Staff’s identification of new agenda items, as well as current agenda items to be continued to another subcommittee regular meeting or special meeting. Subcommittee discussion and possible action regarding administrative issues related to building codes.

6.0

Public Comment: Public comment will be heard on items not on this agenda but within the jurisdiction of the Code Advisory Committee.  Comment time is limited to 3 minutes per person or at the call of the Chair.

The meeting will be held at the Department of Building Inspection, located at 1660 Mission Street, Room 2nd Floor.  The closest accessible BART station is the Civic Center Station at 8th (at the United Nations Plaza) and Market Street and 16th at Mission Streets.
