Call to Order and Roll Call
Members: Jim Guthrie, S.E.; Chair; Ned Fennie, AIA; Michael Fretz, S.E.

Meeting was called to order at 9:00 a.m.  Quorum established with 2 members present.

2.0

Approval of the minutes of the Structural Subcommittee Special meeting of August 15, 2005.

The minutes are amended to revise Item 6.0  as: “……and to be reviewed by  City Attorney for content pertaining to California Civil Code. Protection of …..”
A motion to approve the minutes as amended.  Seconded and approved.

Discussion and possible action on the following draft Administrative Bulletins:

 

 

(A)

AB-082 on  Procedures for Structural and Nonstructural Performance-based Designs
No discussion.

 

(B)

AB-083 on  Guidelines for the Structural Review of New Tall Buildings
Current draft is Draft #1 dated 3/10/06. Future drafts would incorporate SEAONC’s comments and inputs from PEER team.

 

(C)

AB-084 on  Procedures for Structural Review of Countinuous Tiedown Systems  Used to Resist Overturning of Light-Framed Wood Shear Walls
No discussion.

 

(D)

AB-085 on Guidelines for the Plan Check Review of Shoring and Underpinning

 

Current draft is Draft #1 dated 7/19/06.  This draft would be revised to include sample letter of consent by adjacent neighbor to be reviewed by City Attorney on liability issues and content pertaining to California Civil Code.

It is recommended to limit the letter of consent to provide consent in accordance to California Civil Code Section 832 for the sole purpose of permit issuance by DBI, including a disclaimer that other issues such as access and potential property damages need to be addressed separately between the owner and the adjacent neighbor.

The letter of consent should also be signed by the adjacent neighbor or his/her authorized agent.

Willy Yau’s comments on this Administrative Bulletin would be modified as follows:

  • All shoring and underpinning plans shall be reviewed, and letter of approval issued by the geotechnical engineer of record. Such letter of approval shall be submitted before permit approval,
  • If any shoring installation is to become part of permanent structure, the engineer of record of the permanent structure shall provide written review and approval letter before permit approval.
  • Any shoring and underpinning installation to remain straddling over property line, such as but not limited to tie-backs and retaining walls, shall have an accompanying recorded declaration document which runs with the land to assign maintenance and repair responsibilities.


A motion to approve this Administrative Bulletin as amended above to be forwarded to City Attorney for review and approval and to the full CAC for further discussion and possible action.

AB-086 on Building Occupancy Resumption Program
