Call to Order and Roll Call

Meeting was called to order at 9:00 a.m.  Quorum established with 2 members present.

 

2.0

Approval of the minutes of the Structural Subcommittee regular meeting of March 10, 2009.

No discussion.

 

3.0

Discussion and possible action on draft CAPSS report.

 

Drawings of  23 buildings (in the Marina district) meeting  the CAPSS criteria ( 3 or  more story wood frame building with 5 residential units or more and are located either on corner parcel, or  midblock with a gap between adjacent buildings on one or both sides of one foot or more at the top of the first story) were distributed for review.

From the drawings, some  buildings that appear to be soft story on the outside actually have lots of partitions on the ground level.

Draft No. 5 of Administrative Bulletin No. AB-094 :”Soft-Story Definition and Design Criteria   for Voluntary Seismic Upgrades” was distributed and discussed in the meeting.

The definition of soft-story building was discussed. It is recommended to redefine the soft- story building similar to CAPSS as follows:

Multi-unit Soft-story wood-frame building means a building that meets the following five criteria:

  1. a Type V wood-frame building as defined in the San Francisco Building Code, and
  2. has 3 stories or more, and
  3. with 5 or more residential units, and
  4. was constructed prior to May 21, 1973, and
  5. soft-story per:

(i) floor plans, or
(ii) engineering analysis”

 

The 70% rule on the length of wall in the definition of soft-story building requires further studies.


Delete the following paragraph from the definition of soft-story building:

“has more than six inches [?] of separation from adjoining buildings on one or more sides in the direction of a soft or weak story or in the direction of the open exterior wall line as defined in C.a or C.b above.”

 

It is also suggested to add ASCE 41 as one of the alternate design and/or construction methodology.

 

This AB-094 will be revised, pending on further study by CAPSS.

Discussion and possible action on 2007 SFBC Section 1604.11.3 to incorporate applicable provisions of 2001 SFBC Section 1605.4.3.

Discussion and possible action on 2007 SFBC Section 3403.2 to incorporate applicable provisions of 2001 SFBC Section 3403.2.1.1, exception 1.

No discussion.

Discussion and possible action on 2007 SFBC Section 3403.2.3.2.4 to incorporate recommendations of  SEAONC on repairs.

Discussion and possible action on DBI’s Special Inspection Program.
