Call to Order:
The meeting was called to order by James Sanbonmatsu.
Roll call / Determination of Quorum:
James Sanbonmatsu determined there was a quorum.
Margot Antonetty and Dion Roberts made corrections on the April 18th, 2019 meeting minutes. Jordan Davis made a motion to approve with the corrections, seconded by Margot Antonetty. The motion passed unanimously.
James Sanbonmatsu announced he was promoted to be the Chief of Housing Inspection Services of Department of Building Inspection. James Sanbonmatsu shared photos of conditions at 1312 Utah. Jordan Davis, Sam Patel, Dion Roberts, Margot Antonetty made comments.
James also announced that DBI housing inspectors have inspected residential hotels re: common areas. The main focus is on the hotels that rarely get complaints and have not been recently visited. Larry Kessler announced a new hire, Mabel Brown. There are 3 senior inspectors in the Department of Public Health SRO inspection program. The team will be also focusing on hotels that have not been inspected for a long time. Brown was welcomed by the members. Clifford Gilmore asked to update the SRO Task Force membership list on the website.
James Sanbonmatsu introduced the updates on the Bylaws and gave the required notice to the members. Jordan Davis, Peter Keith, Sam Patel, Clifford Gilmore and Margot Antonetty made comments. Discussion was continued to the next meeting.
SRO Rent Subsidies
James Sanbonmatsu invited Jordan Davis to elaborate on her SRO rent subsidies resolution. Jordan Davis introduced the SRO rent subsidies resolution to the members. She asked for suggestions. Margot Antonetty, Dion Roberts, Sam Patel, and Peter Keith made comments.
Margot Antonetty confirmed with our legal advisor, Peter Keith that the SRO Task Force is the body for recommendations to the Board of Supervisors on subjects relevant to SRO issues. The resolution doesn’t require the Board of Supervisors to act. Margot Antonetty made some amendments to the resolution which were accepted.
Dion Roberts, Sam Patel, Clifford Gilmore, Adaku Ude, James Sanbonmatsu, Angela Chu made comments.
Discussion was continued to the next meeting.
Code of Conduct
James Sanbonmatsu said that the SRO Task Force is governed by the Good Government Guide. He quoted “Wrongful behavior that falls below the standard of decency, good faith and right action”. When an individual member of the SRO Task Force is quoted in the press, she or he must state that this is not the view of the whole body. Jordan Davis, Peter Keith, Clifford Gilmore made comments.

Reports from SRO Collaborative:
James Sanbonmatsu suggested that this item is not restricted to just SRO Collaborative. City agencies’ reports should be also included.
Clifford Gilmore of the Central City SRO Collaborative reported that Supervisor Haney suggested that the Neighborhood Services Committee request that the City establish a task force re: South of Market and Tenderloin area drug dealing. The recommendation was passed in the committee. The recommendation will bring it to the full board for approval to create a task force. Clifford also pointed out some hot spots in the city to the members.
Prioritization of Future Meeting Topics:
James Sanbonmatsu stated that the Bylaws will be agendized. Dion Roberts suggested SRO building physical upgrades guidelines and safety enforcements and Adult Protected Services. Jordan Davis suggested subcommittees for specific topics, Trans Home Program and Opportunity Purchase Act. Clifford Gilmore suggested mental health association. James Sanbonmatsu also suggested food security for next meeting. Margot Antonetty and Sam Patel made comments.
Christopher Mika expressed that the SRO Task Force should have more tenant representatives.
General Public Comment:
Clifford Gilmore made a motion to adjourn the meeting. Sam Patel seconded the motion.
