THURSDAY, JUNE 20, 2019

Members Present:
James Sanbonmatsu, Margot Antonetty, Jordan Davis, Clifford Gilmore, Larry Kessler, Sam Patel, Dion Roberts, Randall Sloan

Call to Order:
The meeting was called to order by James Sanbonmatsu.

Roll call / Determination of Quorum:
James Sanbonmatsu determined there was a quorum.

Meeting Minutes:
Jordan Davis and Clifford Gilmore made corrections to the May 16, 2019 meeting minutes. Clifford Gilmore made a motion to approve with the corrections, seconded by Sam Patel. The motion passed unanimously.

Public Comment:
None

Administrative Announcements
James Sanbonmatsu announced that Joanna Fraguli passed away in May who was knowledgeable and resourceful in policies re: pets in SROs. She gave great assistance to the SRO Task Force. Also DBI has worked very closely with several non-profit organizations to find some of the worst living conditions in the city. The Department cites ten thousand cases per year and with a correction rate of 88%.

Jordan Davis suggested the meeting adjourn in the memory of Joanna Fraguli.

Bylaws
James Sanbonmatsu continued the discussion on the Bylaws as there were two motions introduced on 5/16/2019. Before the voting, Peter Keith advised that two points of meeting rules need to be followed: 1) the meeting must have a quorum. 2) for voting to adopt a resolution, an advisory body, can choose the majority of the body or majority of the quorum.

Sam Patel made the motion to adopt the Bylaws with all changes included. Randall Sloan seconded the motion. The motion passed unanimously with no public comment.
Jordan Davis made the motion to adopt the Bylaws with all changes included plus “members present” replacing “total Task Force membership” in Article 4, Section 1. Dion Roberts seconded the motion. The motion passed unanimously with no public comment.

SRO Rent Subsidies
James Sanbonmatsu invited Jordan Davis to introduce her SRO rent subsidies resolution. Jordan Davis introduced the SRO rent subsidies resolution to the members. Margot Antonetty, Clifford Gilmore, Larry Kessler, Dion Roberts, Sam Patel, and Randall Sloan made comments. Randall Sloan entertained the motion with an amendment of changing the language on paragraph #5, line 3 to “… examine and re-evaluate the tenant portion of rent whilst realistically assessing the cost in order to provide funding”.
Jordan Davis made a motion to adopt with the amendment. Randall Sloan seconded the amendment. The motion passed with 4 ayes, 3 nays and 1 abstained.

Prioritization of Future Meeting Topics:
James Sanbonmatsu suggested having Food Security Task Force on the July agenda, Jordan Davis suggested Adult Protective Services for the July agenda. Margot Antonetty will reach out for confirmation. James suggested the Opportunity Purchase Act to be on the agenda of September or October and city agencies reports will be added on the next meeting agenda. Jordan Davis suggested on legislation updates in the future meetings.

Reports from SRO Collaborative:
James Sanbonmatsu announced the Mission SRO Collaborative had some change of staff members. There will be a new program director on board. Clifford Gilmore of the Central City SRO Collaborative reported on the improvements at the Auburn Hotel and Bristol Hotel. Jordan Davis made comment.

James Sanbonmatsu introduced his two summer interns Lucas Pryor and Marcus Wong

Clifford Gilmore and Jordan Davis made a motion to adjourn the meeting in the memory of Joanna Fraguli and Jeff Adachi.
