1. WELCOME & INTRODUCTIONS

Deputy Director Lowrey welcomed everyone to the meeting and introductions were made.

The meeting began with Item 3 – Update on Legislation Affecting DBI.

2. UPDATE ON LEGISLATION AFFECTING DBI

Bill Strawn stated the Board of Supervisors passed the legislation on short-term rentals and will go into effect in February.  The Planning Department is working on setting up an enforcement unit.  

The Land Use Committee held a hearing concerning DBI’s night noise permit process.  Deputy Director Lowrey and Chief Building Inspector O’Riordan provided information about the process at the hearing.  There will be a community meeting to talk about the issue further.  No legislation has been introduced. 

Supervisor Wiener has proposed legislation to enable anyone doing seismic retrofit to add another unit or more to the property, depending if the building envelope allows it as it cannot be expanded.  Zoning requirements would be waived and it would be a City-wide legislation.  The purpose would be to encourage additional units for more affordable housing.  

3. UPDATE ON PERMIT & PROJECT TRACKING SYSTEM

Henry Bartley, Department of Technology reported the project is nearing the point of being ready for production.  The target launch date is December 8.  Each division within DBI is going through the user acceptance testing.  Data conversion is currently in progress. This will migrate data from the current system to the new Accela platform.  All record types need to be mapped in the new system.  Quality control on all records is being done.  There will be a checkpoint at the end of the month to confirm the project is on track.    

4. ROUNDTABLE DISCUSSION

Henry Karnilowicz inquired about the fee for premium plan check and how long it would take to get a project assigned.  Deputy Director Sweeney responded it would be 50% of the plan review fee and priority is being given to green and affordable housing projects.  Premium plan check is recommended for larger projects.  

Henry Karnilowicz inquired about the cost of parallel plan check.  Deputy Director Sweeney responded it would not cost more; however additional plan copies would need to be provided.  This process would expedite the project.  

It was stated downtown inspectors were being responsive even though the district is busy and everyone on the third floor has been very helpful.  

5. FUTURE AGENDA ITEMS
