1. Call to Order and Roll Call.

2.          Discussion and possible action concerning list of problems to be solved and           goals to achieve as identified by the public and staff to date. To include, but not           limited to items listed:
a. From first meeting - a list is attached from the minutes dated April 17, 2001.
b. Additional problems and goals from public and staff.
          
3.          Report from Planning meetings held by neighborhood representatives, design professionals, Laurence Kornfield, and Larry Badiner. [City Planning Zoning Administrator Larry Badiner]

4.          Discussion and possible action concerning timeline and agendas for next meetings of Committee.

5. Discussion and possible action concerning proposing to Building Inspection Commission (BIC) to change name of Unlawful Demolition Committee to Alteration Committee.

MISSION STATEMENT
As a policy-making and supervisory body mandated by the City Charter, the seven-member citizen Building Inspection Commission will manage the Department of Building Inspection and the bodies subordinate to the Commission by overseeing the effective, efficient, fair and safe enforcement of the City and County’s Building, Housing, Plumbing, Electrical and Mechanical Codes, along with Disability Access Regulations.


ACCESSIBLE MEETING INFORMATION POLICY
The meeting will be held at the City Hall Building, located at 1 Dr. Carlton B. Goodlett Place, 4th Floor, Room 408. The closest accessible BART station is the Civic Center Station at 8th (at the United Nations Plaza) and Market Streets.

Accessible MUNI/Metro lines servicing this location are the J-Church, K-Ingleside, L-Taraval, C-Ocean View, and N-Judah at Van Ness and Civic Center Stations; 9-San Bruno, 71-Haight, and 42-Downtown bus lines. For information about MUNI accessible services call (415) 923-6142.


The Commission meeting room is wheelchair accessible. Accessible curbside parking spaces have been designated on the Van Ness Avenue and McAllister Street perimeters of City Hall for mobility-impaired persons. There is accessible parking available within the Civic Center Underground Parking Garage at the corner of McAllister and Polk Streets, and within the Performing Arts Parking Garage at Grove and Franklin Streets.
Accessible seating for persons with disabilities (including those using wheelchairs) will be available. Assistive Listening devices will be available at the meeting. A sign language interpreter will be available upon request. Agendas and Minutes of the meeting are available in large print/tape form and/or readers upon request. Pursuant to Section 67.7-1(c) of the San Francisco Administrative Code, members of the public who are unable to attend the public meeting or hearing may submit written comments regarding a calendared item to the Interim BIC Commission Secretary, Ann Aherne, at 1660 Mission Street, 6th Floor, San Francisco, CA 94103 or at the place of the scheduled hearing before the proceedings begin. These written comments shall be made a part of the official public record and these comments will be brought to the attention of the members of the Building Inspection Commission. [Twenty copies are necessary.]

Items identified by the public at previous meetings:

1. Issue relates to both Planning Department and Department of Building Inspection

2. Triggers/Scope for 300’ radius for major alterations, any expansion.
a. Notify neighbors within 300’ radius notice?
           b.          Increase notice to 300’ for all projects covered under new guidelines;
                    300’ before and 300’ after notice.

3. Notice documents to be accurate, simple, clear, concise and understandable to the public
a. First page, clear color photographs of existing condition.
b. What is to be demolished or left, and what the end result will be to have separate drawings on same page at same scale..
c. Plans on notice have readable dimensions with scale on all pages to be the same.
d. Post 30" X 30" signs for full time of appeal.
e. Rights to appeal and how to do so.
f. Project sponsors to present notice documents; planner to review and approve.
          
4. Notice and Permit Documents.
a. Encourage preapplication meetings to ensure proper documentation at the front end of the project.
b. Department of Building Inspection (DBI) to verify existing drawings are accurate
c. Encourage accurate documentation - no surprises after construction begins by requiring full 300’ notice if original documents are found to be inaccurate.

5. Definitions - clarify:
a. Major Remodeling or Major Exterior Alteration
b. Minor Remodeling can be important if the work is being done to an important part of the exterior façade - how to identify for 300’ notice?
c. This Committee’s current work will not include interior remodeling that does not change the outside envelope.
d.          Discourage serial permits by requiring clear, separate demolition           drawings. Encourage showing all potential work, which might be           reconstructed.
e. Develop clear, easy to plan check and easy to enforce definitions which do not depend on percentages, which can be interpreted in different ways.






6. Enforcement - Who does it and what is involved?
a. Reduce the need for enforcement with clear language, easy to enforce and easy for the public to understand.
b. Less staff time will be spent on enforcement if projects are submitted correctly up front.
b. Inspectors will spend less time on enforcement when scope of work covered by the permit is clear up front.
c. Developers should deal with concerns up front.
d. Use renoticing and time for appeals as one type of enforcement.
e. Review current penalties

7. Time is of the essence to revise demolition ordinance because of continuing problems with current code, and ambiguous interpretations.
a. The quicker a solution is found the better.
b. All stakeholders, neighbors, neighborhood groups, tenants, design professionals, and Planning and DBI staff need to work together to develop a clear ordinance.
