The Members of the Building Inspection Commission will convene at 1:00p.m. as the Abatement Appeals Board. The Building Inspection Commission will convene its Regular Meeting after the meeting of the Abatement Appeals Board.

AGENDA:

(The BIC will take public comment on every item appearing on the agenda. Members of the public who address the Commission have the discretion on whether or not they wish to identify themselves for the record.)

1. Call to Order and Roll Call.
2. President’s Announcements.

3. Director’s Report. [Director Chiu]

a. Report on the status of Administrative Bulletin on "Referral of architects, engineers and contractors to State License Board."

b. Update on the status of audit being performed by the Office of the Controller.

3. Report on draft ordinance to prevent childhood lead poisoning by imposing requirements for property owners to survey for and control lead hazards in the interiors of pre-1979 buildings.

4. Public Comment: The BIC will take public comment on matters within the Commission’s jurisdiction that are not part of this agenda.

5. Consideration and possible action to nominate a member of the Board of Examiners.

a. Mr. Manuel Flores Jr. for the seat of a building trades representative.

6. Action to appoint and swear in members of the Access Appeals Commission.

a. Ms. Alyce G. Brown for the seat of person with physical disability, term to expire November 1, 2002.

b. Ms. Roslyn Baltimore for the seat of member experienced in construction, term to expire November 1, 2003.

c. Mr. Linton Stables for the seat of member experienced in construction, term to expire November 1, 2002.

d. Mr. Francis K. Chatillon for the seat of person with physical disability, term to expire November 1, 2000.

7. Action to appoint and swear in members of the Board of Examiners. All appointments are for a term of three years.

a. Mr. James Reed for the seat of electrical contractor.

b. Ms. Jerome Cunningham for the seat of high-rise sprinkler, fire protection engineer.

c. Ms. Ann Cervantes for the seat of architect.

d. Mr. Joseph Cassidy for the seat of general contractor.

4. Mr. Daniel Shapiro for the seat of structural engineer.

8. Review of Director’s performance goals adopted under the Pay for Performance Program. Set new goals for Director and review his performance as it pertains to DBI personnel issues.

a. Public Comment on all matters pertaining to the Closed Session.

b. Possible action to convene a Closed Session.

c. CLOSED SESSION: Pursuant to Government Code Section 54957 and the San Francisco Administrative Code Section 67.10(b).

9. Review of Communication Items. At this time, the Commission may discuss or take possible action to respond to communication items received since the last meeting.

a. Letter from Structural Engineers Association of Northern California to President Alfonso Fillon endorsing Mr. Daniel Shapiro for the Board of Examiners.

b. Building Inspection Division report on fire at 1601 Donner Avenue.

c. DBI letter to Ms. Carolyn Colson regarding her letter about 3250 Market Street, Permit Application #9811876.

3. Letter from Lisa Bass to Mayor Willie l. Brown, Jr. regarding 30 Boardman Place.

e. Letter of commendation received from the public regarding DBI employee and Director Chiu’s letter of response to the public.

f. DBI Newsletter.

10. Review and approval of the Minutes of the BIC Regular Meeting of August 2, 2000.

11. Commissioner’s Questions and Matters.

a. Inquiries to Staff. At this time, Commissioners may make inquiries to staff regarding various documents, policies, practices, and procedures, which are of interest to the Commission.

b. Future Meetings/Agendas. At this time, the Commission may discuss and take action to set the date of a Special Meeting and/or determine those items that could be placed on the agenda of the next meeting and other future meetings of the Building Inspection Commission.

12. Public Comment: The BIC will take public comment on matters within the Commission’s jurisdiction that are not part of this agenda.
