1.0 Call to Order and Roll Call

Members: Jim Guthrie, S.E.; Chair; Ned Fennie, AIA; Michael Fretz, S.E.

Meeting was called to order at 2:00 p.m. Quorum established with 3 members present.

2.0 Approval of the minutes of the Structural Subcommittee regular meeting of December 4, 2002.

A motion to approve the minutes. Seconded and approved.

3.0 Continue discussion on SFBC Section 3403 on Seismic Triggering.

Proposed change for exception 1 in Section 3404.6 was as follows:

1. When such alterations involve only the lowest story of a Type V ((wood

frame)) building or structure and Section 3405 does not apply, only the lateral

force resisting components in and below that story need comply with Section

3403.6.

Different versions of proposed change for exception 2 in Section 3404.6 were

discussed.

Pat Buscovich's version for exception 2 was as follows:

2. When such alterations involve more than 30 percent of the lowest story used as a garage of a Type V, R-3 building or structure and Section 3405 does not apply, that story need not comply with Section 3403.6. When such alterations also involve more than 30 percent of the tributary floor or roof above the lowest story of a Type V, R-3 building or structure, the lateral force resisting components of the entire building or structure need comply with Section 3403.6.

Ned Fennie's version for exception 2 was as follows:

2. In Type V buildings or structures of R3 occupancies where more than 30% of

the lowest floor area is substantially altered and that floor is used primarily for a garage, that story is exempt from the requirements in Section 3403.6. However, where the substantial alteration includes more than 30% of the tributary floor and roof areas above the that lowest level, the lateral force resisting components of the building or structure need comply with Section 3403.6.

Hanson Tom's version for exception 2 was as follows:

2. When such alterations involve more than 30 percent of the lowest story by removing a post or posts to create a garage of a Type V, R-3 building or structure and Section 3405 does not apply, that story need not comply with Section 3403.6.

After discussion, the language of exception 2 was modified to read:

2. When such alterations involve the lowest story by of a Type V building or

structure of R3 occupancy and that floor's current and proposed use is as a

garage, that level is exempt from Section 3403.2.2.2. Such alterations need not

be counted as part of the cumulative total of tributary area of structural alterations.

", or" will also be added between exceptions 1 and 2.

It was recommended to forward this to the full Code Advisory Committee.

(However, since the agenda item was continue discussion on SFBC 3403 on Seismic Triggering, action on this item is not possible. On 3/5/03, the agenda item will be changed to continue discussion and possible action on SFBC Section 3403 on Seismic Triggering.)

Reasons for proposing this to the Code Advisory Committee were discussed. One reason was to help clarify the language to avoid applicant having to go to a preapplication meeting to get an interpretation on the project. Another reason was to specifically exempt relatively minor garage alteration like the removal of the post that does not represent any loss of lateral strength.

4.0 Continue discussion on Special inspection requirements for signs and drawnings.

Awaiting Hanson Tom to go back to the people who requested this clarification for certain weight and size in minor projects on a case-by-case basis. An Administrative Bulletin may be prepared for further clarification.

5.0 Subcommittee Member's and Staff's identification of new agenda items, as well as current agenda items to be continued to another subcommittee regular meeting or special meeting. Subcommittee discussion and possible action regarding administrative issues related to building codes.

Tri-chapter uniform codes program will be added to agenda of next regular meeting on 3/5/03. Current items 3.0 and 4.0 will be continued in that meeting.

6.0 Public Comment: Public comment will be heard on items not on this agenda but within the jurisdiction of the Code Advisory Committee. Comment time is limited to 3 minutes per person or at the call of the Chair.
