Meeting was called to order at 9:00 a. m.  Quorum established with 3 members present.

Approval of the minutes of the Structural Subcommittee regular meeting of October 12, 2004.

The minutes was amended as follows:

5.0  DELETE: “Refinement of language based on year built, construction type and history of renovation, etc. would be required:”

A motion to approve the minutes as amended. Seconded and approved.

Continue discussion on possible update to structural standards in 2001California Building Standards Code.

No discussion.

Continue discussion and possible action on preliminary results of CAPSS program, including TSD proposals for seismic upgrade of corner wood-framed buildings.

No discussion.

Discussion and possible action regarding proposed revisions, corrections and additions to the 2001 California Building Code in preparation for the 2004 edition of the San Francisco Building Code. The following chapters will be discussed:

Seismic Provisions for Private Schools
(Proposed New Chapter)

The following discussion was reiterated to Pat Buscovich:
Chartered schools, which are publicly funded and considered as alternative to public schools, are not subject to the same requirements of public schools, such as continuous special inspection.

The predesign, force levels, plan check level and special inspection level of private schools are all different than public schools, which are subject to DSA requirements.

However, applying all the DSA requirements to private schools are not recommended..

Wood (Section 2304.3: Timber Connectors and Fasteners)

Discussion and possible action on clarification of  the Standard that applies to  historical buildings for seismic strengthening.
The State Historical Building Code does not have seismic triggers for change of use or change of occupancy, except for public and private schools and essential facilities which cannot use State Historical Building Code.    CBC does not have seismic triggers for change of use or change of occupancy, except Group E, Essential facilities and Warehouses.

The State Historical Building Code (Section 706.1) does reference the following seismic strengthening criteria:
(1) FEMA standards/ Life Safety Standards
(2) 75% UBC 1994, 75% 1995 CBC.
(3) UCBC Chapter 5, 1991..

Items 3.0, 4.0, 5.0 and 6.0 are continued to the next regular meeting.

Next meeting will be on 12/14/04.

Public Comment

Hanson Tom discussed about Geotechnical Report triggers and contents and SFBC Chapter 18 relating to geotechnical investigation, and whether third party review is appropriate.

Pat Buscovich recommended creation of a checklist similar to Special Inspection.
