Call to Order and Roll Call

Meeting was called to order at 9:00 a. m.  Quorum established with 2 members present.

2.0

Approval of the minutes of the Structural Subcommittee special meeting of May 11, 2004.

A motion to approve the minutes.  Seconded and approved.

3.0

Continue discussion and possible action on update to structural standards  in 2001 California Building Stds. Code.

No discussion.

Continue discussion and possible action on preliminary results of CAPSS program..

No discussion.

5.0

Continue discussion on DBI requirements for geotechnical reports. (DBI staff report).

Awaiting Hanson Tom to review and markup draft administrative bulletin.

It was suggested to invite Frank Rollo to the September meeting.

The draft  administrative bulletin provides criteria triggering the requirement of geotechnical reports. It is suggested to add  vertical addition to the criteria.

California Division of Mines and Geology publishes a very good publication: SP 117: Guideline for Evaluating and Mitigating Seismic Hazards in California, setting guidelines for reviewing geotechnical reports.

However, the geotechnical reports that DBI received vary in the level of details.  Some geotechnical reports may have detailed soil information  as required per SP 117, while other geotechnical reports may be just one page, with no soil boring data and only minimal information.  Guidelines on acceptance of the geotechnical reports would be required.

2 hypothetical cases are discussed. First case is for  a  two story  wood frame house on 40th Avenue near the beach, one page geotechnial report seems to be acceptable.  Second case is for a 4 story wood frame building in Diamond Heights, extentive details  for the geotechnical reports per SP 117 may be warranted.

Location in the liquefaction zone, type of foundation and retaining walls, height of buildings  are some criteria to require extensive details in the geotechnical reports.

Discussion on MEP piping support and bracing.

There were some concerns on whether MEP piping support and bracing were installed properly for high rise building with active smoke evacuation systems.

Need input from OSHPD, field inspector, fire inspector and Robert Wong.

7.0

Discussion and possible action regarding proposed revisions, corrections and additions to the 2001 California Building Code in preparation for the 2004 edition of the San Francisco Building Code. The following chapters will be discussed:

Retroactive Seismic Provisions for Private Schools (Proposed New Chapter)
It was suggested to delete “Retroactive” from the subject title.

Discussion and possible action on designing upgrades to existing foundation to support vertical addition.

Draft criteria to sister existing foundations for vertical addition and the memorandum from Hanson Tom dated 4/23/04 on vertical addition were  distributed for review. 

The memorandum need to be updated to include requirement of geotechnical report and to provide additional guidelines to the staff.

Meeting in August will be cancelled.  Next meeting will be on 9/14/04.
