Call to Order and Roll Call

Members: Jim Guthrie, S.E.; Chair; Ned Fennie, AIA; Michael Fretz, S.E.

Meeting was called to order at 2:00 p.m.  Quorum established with 3 members present.

2.0

Approval of the minutes of the Structural Subcommittee Special meeting of August 7, 2003.

The minutes was amended as follows:

 

5.0

Discussion and possible action on preliminary results of CAPSS Program.
Add the following to the triggers for seismic retrofit:
(5) Revise Planning Code Sec. 188(b) to disallow the following if the      building is not seismically retrofitted:
“A noncomplying structure that is damaged or destroyed by fire, or other calamity, or by Act of God, or by the public enemy, may be restored to its former codition: provided that such restoration is permitted by the Building Code, and is started within one year and diligently prosecuted to completion.”

 

A motion to approve the minutes as amended.  Seconded and approved.

3.0

Continue discussion and possible action on Special inspection requirements for signs and drawings.

Awaiting for Hanson Tom to go back to the people who requested this clarification for certain weight and size in minor projects on a case-by-case basis.

4.0

Continue discussion on Trichapter Uniform Code Programs.

The Update to Structural Stds. In 2001 CBC proposed by Building Standard Commission dated 8/1/03 was discussed as summarized below:

Sections 213, 1612.3.2.1, 1629.4.2, 1630.2.3.4, 1630.4.2.1, 1630.8.2.1.1, and 1630.8.2.2.1: SUPPORT.

Section 1630.2.3.5 and Table 16.1N: REQUIRE FURTHER REVIEW.

Section 1701.5: SUPPORT.

Section 1702.1: SUPPORT as amended as follows:
When required by the building official, the ((The)) owner’s representative shall coordinate and call a pre-construction meeting between the engineer or architect responsible for the structural design, structural observer, contractor, affected subcontractors and special ((deputy)) inspectors……”

Section 1703.1: SUPPORT as amended as follows:
“2. When required by the building official, partial ((Partial)) penetration………”

Section 1915.2.2.1: SUPPORT.

Section 1928.1.2.3.1: REQUIRE FURTHER REVIEW.

Other sections will be discussed in the next meeting.
 

5.0

Discussion and possible action on preliminary results of CAPSS Program.

David Leung will continue to follow up with Laurence Kornfield on release of final copy of the CAPSS report.

6.0

Discussion on DBI requirements for geotechnical reports.

Awaiting Zan Turner to prepare a draft administrative bulletin to clarify DBI’s requirements for geotechnical reports.

7.0

Subcommittee Member’s and Staff’s identification of new agenda items, as well as current agenda items to be continued to another subcommittee regular meeting or special meeting.  Subcommittee discussion and possible action regarding administrative issues related to building codes.

Current items 3.0 thru 6.0 will be continued in the next special meeting on October 1, 2003.

Public Comment: Public comment will be heard on items not on this agenda but within the jurisdiction of the Code Advisory Committee.  Comment time is limited to 3 minutes per person or at the call of the Chair.
