1.0 Call to Order and Roll Call

The meeting was called to order at 1:15 p.m. A quorum was established with all members present.

2.0 Approval of the minutes of the subcommittee meeting of January 12, 2000.

The minutes were approved as written. It was requested that the preparer of the minutes be identified somewhere on the minutes.

3.0 Review and possible action regarding potential conflicts between Section 706 (Security; Standards), Section 808 (Elevator enclosures), and Section 902 (Fire Alarm Systems) of the San Francisco Housing Code and Section 310.14 (Existing Group R, Division 1 Occupancies) of the 1998 San Francisco Building Code.

This comparison of the San Francisco Housing Code to California Building Code Section 310.14 was revisited in greater detail. Anastasia Youvanoupoulos reported that she had compared the 1995 SF Housing Code to the 1998 SF Housing Code, and tried to relate them to California Building Code Section 310.14. She is looking for conflicts, and suggested that there is a need to go back into the code history and previous code rulings.

Laurence Kornfield stated that the Housing Code is a maintenance code for R-1 (multifamily dwelling) occupancies in general, with few retroactive provisions. The Housing Code must be reviewed to assure that a new building would not be obsolete under the Housing Code right after it is constructed.

Jerry Cunningham had previously made a matrix, which compared Section 310.14 with the Housing Code. The question was raised as to what the committee was to be doing at this time. Should they be searching for conflicts between the two codes, or should they just be updating the Housing Code with respect to the requirements of the 1998 Section 310.14 in the California Building Code?

Other questions were raised regarding the Housing Code:

1. Are we enforcing our current regulations?

2. Are we preserving affordable housing currently?

It was decided that Section 310.14 and the 1998 Housing Code should be reviewed for specific conflicts related to life safety.

4.0 Subcommittee Member’s and Staff’s identification of new agenda items, as well as current agenda items to be continued to another subcommittee regular meeting or special meeting. Subcommittee discussion and possible action regarding administrative issues related to building codes.

Suggestions were made for topics to be discussed at future meetings:

1. Revisit Hotel Sprinkler Ordinance of 1986 in greater detail.

2. Revisit California Building Code Section 310.14, Existing Group R, Division 1 Occupancies, in greater detail.

3. Revisit Heat Detectors/Sprinklers (1984)

4. Provisions for interior painting of apartments on a regular basis.

5.0 Public Comment: Public comment will be heard on items not on this agenda but within the jurisdiction of the Code Advisory Committee. Comment time is limited to 3 minutes per person or at the call of the Chair.

There was no public comment.

6.0 Adjournment.
