Call to Order and Roll Call
Members: Jim Guthrie, S.E.; Chair; Ned Fennie, AIA.

Meeting was called to order at 9:00 a.m.  Quorum established with 2 members present.

Approval of the minutes of the Structural Subcommitteespecial meeting of May 8, 2007.

A motion to approve the minutes.  Seconded and approved.

Continue discussion and possible action on the following draft Administrative Bulletin:  AB-083 on Guidelines for the Structural Review of New Tall Buildings

(A) Service level evaluation requirements (10 minutes)
(B) Equation (30-7) or MCE check (10 minutes)
(C) Performance objectives (10 minutes)

The following documents are discussed:

 

(i)   AB-083 Draft #5 dated  5/14/07
(ii)     Draft Comments from SEAONC members, including Michael Gemmill, Jack Moehle, Jeff  Taner, Ron Hamburger and Neville Mathias.
(iii)    Ray Lui’s table listing DBI Actions on (B) and Commissioner Sattary’s And Structural Subcommittee Comments

 

Strengths based on “expected” material properties for ductile behaviors vs. strengths based on “specified” material properties for non-ductile behaviors,  SEAONC’s focus on equivalency to code-prescriptive seismic design of 2001CBC vs. DBI policy to bridge gap between 2001CBC and 2006IBC, mandatory sevice level evaluation for primary structural system only and not  for non-structural elements, SEAONC’s required conditions for service level evaluation to be included in the commentary are discussed.

It is agreed to include three options (the use of Formula 30-7 or 0.02 or MCE level) for drift check of cladding and stairways to limit yielding.

Performance objectives including addition of  “intended” in the commentary in SCOPE, and the commentary of the Blue Book are also discussed.

Ray Lui will prepare AB-083 Draft #6 to be forwarded to CAC meeting on 5/16/07
