1.0

Call to Order and Roll Call
Members: Charles Breidinger, P.E., Chair; Jim Reed, Jerry Cunningham, P.E.

2.0

Approval of the minutes of the subcommittee meeting of May 17, 2004 and June 14, 2004 and July 19, 2004.

3.0

Continued discussion, status report, and possible action regarding proposed revisions to the 2001 San Francisco Plumbing Code and related issues.  The possible action will be to make recommendations to the full Code Advisory Committee for their further action.  These proposed revisions include:

 

a.

Revision to Mechanical Code Section 104.1, Additions, Alterations, or Repairs, that would require mechanical equipment to be upgraded to higher standard of energy efficiency for additions, alterations, or repairs to commercial buildings.

 

b.

Add provisions to Mechanical Code Section 104.4, Maintenance, to require re-commissioning or tune-up with certification by a licensed mechanical engineer or other approved professional for commercial buildings exceeding a designated size or by energy use or by other parameters.

 

c.

Revise California Energy Code to add a new Section 100(h); or addition to San Francisco Building Code Section 1701.5; or expand California Mechanical Code Section 116.5, Other Inspections; or add San Francisco Electrical Code Article 89-24(g), regarding certification of installation of HVAC or other energy systems by design-engineer-of-record or other responsible licensed person, and limited to the “area of remodel” for alteration of existing commercial buildings, and to building-wide systems when applied to new buildings.

 

d.

Revise San Francisco Electrical Code Article 089, Administration; add Section 120, or revise Section 149(b)D of the California Energy Code, to require an upgrade of fluorescent lighting from T-12 to T-8 or T-5, or to meet a designated lumens per watt standard if funding to support this upgrade is available, in all or designated commercial buildings.

 

e.

Adopt International Association of Plumbing and Mechanical Officials (IAPMO) Plumbing Code Appendix G, Graywater Systems for Single Family Dwellings, allowing the use of graywater systems for toilet flushing and other fixture uses, as well as outdoor uses.

 

f.

Revise California Plumbing Code Section 304.0, Connection to Plumbing System Required, to allow the disposal of graywater to rear yard  and other locations rather than to the building drainage system and the sewer.

 

g.

Revise California Plumbing Code Section 304.0, Connection to Plumbing System Required, to allow the installation and use of waterless urinals.

 

h.

Review and possibly amend California Plumbing Code Chapter 5, Water Heaters, to determine sizing requirements and other issues related to “demand water heaters.”

 

i.

Revise California Plumbing Code and San Francisco Amendments Section 604.0, Materials, to allow the use of polyethylene tubing for water supply distribution piping.

 

j.

Revise San Francisco Plumbing Code Section 701.2, Drainage Fittings, to allow PVC “P” traps in sanitary drainage systems.

 

k.

Revise California Plumbing Code Section 1003.2, Traps, to allow multiple slip joint fittings on the outlet side of a trap.

 

l.

Amend San Francisco Plumbing Code Section 1014.0, Grease Traps, to require grease traps for all grease producing equipment in commercial occupancies.

4.0

Discussion and possible action regarding a draft proposal for Electrical Plan Review services and procedures as developed by the Electrical Inspection Division (EID). The proposal sets forth installations and scope of work that would require an electrical plan review, and a recommends a fee schedule for services rendered. The possible action will be to make a recommendation to the full Code Advisory Committee for their further action.

5.0

Discussion and possible action regarding San Francisco Building Code Section 1203.4.3 that requires in part that “Every court more than two stories in height shall be provided with a horizontal air intake at the bottom not less than 10 square feet in area and leading to the exterior of the building unless abutting a yard or public way.”  Certain courts may be large enough in area that such an air intake would be superfluous.  The possible action will be to recommend a revision, if necessary, to the full Code Advisory Committee for their further consideration and action.

Discussion and possible action regarding Plumbing Code requirement for double wall heat exchangers.

7.0

Subcommittee Members’ and Staff’s identification of new agenda items, as well as current agenda items to be continued to another subcommittee regular meeting or special meeting. Subcommittee discussion and possible action regarding administrative issues related to building codes.

8.0

Public comment will be heard on items not on this agenda but within the jurisdiction of the Code Advisory Committee.  Comment time is limited to 3 minutes per person or at the call of the Chair.
