Call to Order and Roll Call
Members: Jim Guthrie, S.E.; Chair; Ned Fennie, AIA; Michael Fretz, S.E.

Meeting was called to order at 2:00 p.m.  Quorum established with 2 members present.

Approval of the minutes of the Structural Subcommittee regularl meeting of October 1, 2003.

The minutes were amended as follows:

Continue discussion on Trichapter Uniform Code Programs.
Delete the following:

“Jim reported that Building Standards Commission…..”

Add the following:

“Ned reported that Building Standards Commission…..”

 

A motion to approve the minutes as amended.  Seconded and approved.

Continue discussion and possible action on Special inspection requirements for signs and drawings.

Awaiting for Hanson Tom to go back to the people who requested this clarification for certain weight and size in minor projects on a case-by-case basis.

4.0

Continue discussion on Trichapter Uniform Code Programs.

The Update to Structural Stds. In 2001 CBC proposed by Building Standard Commission dated 8/1/03 was discussed as summarized below:

The simplest way for local juridiction to adopt this update is to adopt in entirety except altering  “State buildings under the jurisdiction” to “privately funded buildings”.

From  meeting in 10/1/03:
Sections 213, 1612.3.2.1, 1629.4.2, 1630.2.3.4, 1630.4.2.1, 1630.8.2.1.1, and 1630.8.2.2.1: SUPPORT.

Section 1630.2.3.5 and Table 16.1N: REQUIRE FURTHER REVIEW.

Section 1701.5: SUPPORT.

Section 1702.1: SUPPORT as amended as follows:
When required by the building official, the ((The)) owner’s representative shall coordinate and call a pre-construction meeting between the engineer or architect responsible for the structural design, structural observer, contractor, affected subcontractors and special ((deputy)) inspectors……”

Section 1703.1: SUPPORT.

Section 1915.2.2.1: SUPPORT.

Continue discussion in last and this meeting:

Section 1928.1.2.3.1: SUPPORT CONCEPT. REQUIRE FURTHER REVIEW ON FORMATTING.

Other sections: SUPPORT except Chapter 22B, which require further review.

Discussion will be continued in the next meeting.

Discussion and possible action on preliminary results of CAPSS Program.

David Leung will continue to follow up with Laurence Kornfield on release of final copy of the CAPSS report.

Since Bill Holmes has difficulties of attending meetings on Wednesday afternoon, our regular meeting on 12/3/03 will be canceled and a special meeting will be scheduled in December such that Bill Holmes would be able to attend.

Ned also suggested to invite Laurence Kornfield , Hanson Tom and Lou Aurea to our next meeting.

Discussion on DBI requirements for geotechnical reports.

Awaiting Zan Turner to prepare a draft administrative bulletin to clarify DBI’s requirements for geotechnical reports, which is currently reviewed by Laurence Kornfield and Hanson Tom.

Requirements of  the State’s Special Publication 117 would be incorporated in draft administrative bulletin.

Subcommittee Member’s and Staff’s identification of new agenda items, as well as current agenda items to be continued to another subcommittee regular meeting or special meeting.  Subcommittee discussion and possible action regarding administrative issues related to building codes.

Current items 3.0 thru 6.0 will be continued in the next special meeting in December, 2003.

Public Comment: Public comment will be heard on items not on this agenda but within the jurisdiction of the Code Advisory Committee.  Comment time is limited to 3 minutes per person or at the call of the Chair.
