Request for Proposal for Permit and Project Tracking System

Thank you to all vendors who submitted a proposal for the Request For Proposals (RFP) for the Permit and Project Tracking System issued January 14, 2011, by the City and County of San Francisco Department of Building Inspection and Planning Department.  We appreciate the time and effort you put into your proposal and your patience in waiting for the outcome of our evaluation process.

 

This serves as the City's notice of intent to award a contract to (begin contract negotiations with) the following Proposer:  ACCELA Government Software - 21 Tech.

 

Please note that selection for contract negotiations does not guarantee a contract with the City.

 

If you believe that the City has incorrectly selected another proposer for contract award, you may submit a written notice of protest.  The notice of protest must be received by the Department of Building Inspection by 12:00 PM PST on Monday, May 23, 2011 and must include a written statement specifying the grounds asserted for the protest. The protest must be signed by an individual authorized to represent the respondent, and must cite the law, rule, local ordinance, procedure or RFP provision on which the protest is based.  Protest or notice of protest made orally (e.g. by telephone) will not be considered. In addition, the protestor must specify facts and evidence sufficient for the City to determine the validity of the protest.  Any questions related to the outcome of this RFP may be addressed to:

The Department of Building Inspection (DBI) and Planning Department are inviting qualified companies to submit proposals to implement a Commercial off the Shelf (COTS) solution to establish a City-wide Permit and Project Tracking System that can process and track all permit and project transactions seamlessly across all City department boundaries. Both hosted (ASP) and non-hosted solutions are under consideration. The integrated system will be initially implemented for DBI and Planning; other City departments will follow. The scope of work includes all phases of project implementation.

 

The voluntary pre-proposal conference has been held on January 26, 2011 at 1:00 PM, PST at 1660 Mission St, Room 2001, San Francisco, CA. The Request For Proposal (RFP) is due on March 2, 2011 by 2:00 PM at 1660 Mission, 6th floor, San Francisco, CA 94103.
