Building Plan Review provides timely and professional review of building permit applications, plans and documents for all cosntruction projects within the City and County of San Francisco and to assure that the proposed work complies with all state and local codes and requirements. Construction projects include new buildings, alterations, additions and repairs to existing buildings. Projects include those reviewed over-the-counter and those submitted for plan review.

Energy / Mechanical Plan Review (EMPR) is responsible for reviewing plans submitted with building permit applications to ensure compliance with Title 24 Energy Efficiency Standards and the San Francisco Mechanical Code, as well as the heating, ventilation, smoke control, life safety, and related construction requirements of the San Francisco Building Code. The EMPR Team prepares correspondence on mechanical and energy code questions, monitors and follows up on California Energy Commission correspondence, publications, and energy standard activities. The EMRP Team meets and confers with design professionals on project pre-application meetings and anwers code questions for the general public. The EMRP Team also provides on-going technical assistance to other departmental staff.
