Call to Order and Roll Call
Members: Jim Guthrie, S.E.; Chair; Ned Fennie, AIA.; Stephen Harris, S.E.

Meeting was called to order at 9:00 a.m.  Quorum established with 3 members present.

 

2.0

Approval of the minutes of the Structural Subcommittee regular meeting of January 8, 2008.

The minutes will be amended as follows:
(B)  AB-082: Requirements and Guidelines for Structural Peer Review Procedures. 

“City Attorney’s input,…”  will be changed to :”Understanding of  City Attorney’s input,…” 

“ …..no need to be under sunshine ordinance,…..”  will be changed to :

“ whether it is needed to be under sunshine ordinance,…..”  

A motion to approve the minutes as amended above.  Seconded and approved.

Discussion and possible action on the following draft Administrative Bulletins:

(A) AB-082: Requirements and Guidelines for Structural Peer Review Procedures.


“Structural Peer Review” will be changed to “Structural Design Review”, to be consistent  with ASCE 7-05.

Reviewers are individuals, not the firm and not a panel.

The Structural Design Review allows DBI to bring in experts as needed, as extension of plan check, occurring at conceptual or design stage;
sometimes only on one aspect  and sometimes for the whole building.

DBI may define scope of review and provides 2 or 3  names for Project sponsor to select and hire.

Buildings. taller than 240 ft. requires Structural Design Review, since bldg code does not specifically address tall  building.

For building 6 stories or more, Project Sponsor is encouraged to contact DBI as early as possible  to discuss plan check requirements.

Dispute Resolution is also discussed.

 

(B)  AB-083: Seismic Design and Review Procedures for New Tall Buildings (updated to 2007 SFBC).

References will be made to SFBC Section 104A.2.8, Alternate materials, Alternate design and methods of construction.

It is noted that SFBC Sect. 104A.2.8, alternate materials and design based on equivalency on suitability, strength, effectiveness, fire resistance, durability, safety and sanitation, but not on ductility.

SEAONC involvement, the lower limit of ASCE/SEI 7-05 Eq. 12.8-6 for the calculation of the Seismic Response Coefficient, minimum base shear limitation of ASCE/SEI 7-05 eq. 12.8-6, drift check including deformation compatibility and p-delta effects at MCE and not at DBE  are discussed.

Delete: “The requirement of a Service Level evaluation in this AB provides further justification for eliminating the lower limit on the base shear for the Code-Level Evaluation.” in the Commentary.

Public Comment.

Michel Berline commented that retaining walls under 4’ high are exempted from building permit, unless there is a surcharge. The allowable surcharge, angle of repose, slope of soil retained may need clarification.
