Regular Meeting of the
CODE ADVISORY COMMITTEE

AGENDA

1.0 Call to Order and Roll Call and confirmation of quorum. (2 minutes)

2.0 Approval of minutes of the Regular Meeting of February 19, 2003. (5 minutes)

3.0 Election of the Chair and Vice Chair for the Code Advisory Committee. The term of office for each is one year and will commence with the CAC regular meeting of March 19, 2003 directly following such election. (10 minutes)

4.0 Report, discussion and possible action regarding completion of new and updating of existing Administrative Bulletins. (30 minutes)

5.0 Status report and discussion regarding a procedure to reduce the number of "open" permits within the Department of Building Inspection. (15 minutes)

6.0 Report and possible action regarding the interpretation of San Francisco Building Code Section 509.2, Height (of guardrails). Bulletin #2002-10 issued by the California Department of Housing and Community Development (HCD) makes an interpretation of Sec. 509.2 and directs local jurisdictions to apply a 42" height requirement for guardrails serving private outside decks and balconies in residential occupancies. After extensive review, DBI Technical Services Division (TSD) recommends that the Department's long-standing interpretation that a 36" guardrail height is allowed on exterior decks and balconies in the occupancies noted in Sec. 509.2, Exception 1. The possible action will be to make a recommendation to TSD regarding the direction for the development of an Administrative Bulletin clarifying local interpretation, intent and allowable minimum height for guardrails in residential occupancies as required by this code section.

            d. Update on status of proposed codes for California.

          9.0 Secretary's report on upcoming events, announcements and tasks for the CAC. (5 minutes)

          10.0 Committee Member's and Staff's identification agenda items for the next meeting, as well as current agenda items to be continued to another CAC regular meeting or special meeting, or a subcommittee meeting. CAC discussion and possible action regarding administrative issues related to building codes. (3 minutes)

          11.0 Public Comment on items not on this agenda but within the jurisdiction of the Code Advisory Committee. Comment time is limited to 3 minutes or at the call of the Chair.
