Meeting Regarding Post-Earthquake Evaluation and Action for Historic Buildings Per request of AIA and SF Heritage and because of imminence of earthquake, this meeting is to discuss the development of procedures for evaluation, stabilization, and repair or demolition of earthquake-damaged historic buildings in San Francisco. The goal of this series of meeting will be a draft Administrative Bulletin that details criteria to be used by the Department of Building Inspection to evaluate and take action on earthquake-damaged historic buildings. Determination of “historical” and notification to owners are discussed. Currently City Planning maintains a database with a list of “Historical Buildings”. Post-earthquake inspection issues are discussed, including availability of inspectors specialized in historical buildings, designation of “historical” on all tags, updated placards ,meaning of red tags to clarify if demolition is allowed, barricades and fencing to prevent access to building and shoring and stabilization. Historical Building Review, Decision making process and Repair and Demolition Funding require participation of various agencies, including City, FEMA, OES, SHPO/State, Landmark Board, advocate groups and private sectors. Special consideration on rent control and demolition incentives, tourism, planning and development, nonstructural issues and opportunity to focus on sustainability are discussed. Expansion of BORP (Building Occupancy Resumption Program) to include “Historical Buildings” is also discussed. |
