AGENDA


1.0           Call to Order and Roll Call
Members: Frederic Freund, Chair; Dorie Lee; Arnold Lerner, AIA; Zachary Nathan, AIA; Tony Sanchez-Corea, III.

2.0          Approval of minutes of the subcommittee meeting of November 11, 2002.

3.0          Discussion and possible action regarding a proposed ordinance (Supervisor Jake McGoldrick) regarding major exterior alterations to residential buildings and amending San Francisco Building Code Section 103.3 to define “demolition” to mean only the complete removal of the structure, to define “major exterior alteration” as the removal of 75 percent or more of the exterior walls of a building or 50 percent or more of the building façade facing the street, and to impose additional requirements on major exterior alteration projects, including: expanded application requirements, inspector verification of existing conditions, prohibition on commencement of work until 15 days after permit issuance, limitations on the renewal or extension of the permit beyond three years, and establishment of penalties for violation of the requirements; amending San Francisco Building Code Section 106.3.2.2 requiring notice of the application for a demolition permit; amending the San Francisco Planning Code by amending Sections 311 and 312 to require expanded public notice of major exterior alteration projects; requiring the Building and Planning Departments to issue implementing regulations within 90 days and report to the Board on the effectiveness of the ordinance no later than nine months thereafter. The possible action will be to make a recommendation to the full Code Advisory Committee for their further action.

4.0          Discussion and possible action regarding a proposed revision to the San Francisco Planning Code Section 136 (c) 4a allowing stairways that are required as a second means of egress to encroach as an obstruction into yards and usable open space. The possible action will be to make a recommendation to the full Code Advisory Committee for their further action.

5.0          Discussion and possible action regarding amending San Francisco Building Code Section 106.3.2.3, Substantial Alterations, to change the number of units triggering the requirement for posting a notice from 5 units to 3 units. The possible action will be to make a recommendation to the full Code Advisory Committee for their further action.

6.0          Subcommittee Members’ and Staff’s identification of new agenda items, as well as current agenda items to be continued to another subcommittee regular meeting or special meeting. Subcommittee discussion and possible action regarding administrative issues related to building codes.          

7.0          Public Comment: Public comment will be heard on items not on this agenda but within the jurisdiction of the Code Advisory Committee. Comment time is limited to 3 minutes per person or at the call of the Chair.
