Call to Order and Roll Call
Members: Jim Guthrie, S.E.; Chair; Ned Fennie, AIA; Michael Fretz, S.E.

Meeting was called to order at 9:00 a. m.  Quorum established with 2 members present.

2.0

Approval of the minutes of the Structural Subcommittee regular meeting of November 9, 2004.

A motion to approve the minutes. Seconded and approved.

3.0

Approval of the minutes of the Structural Subcommittee special meeting of January 12, 2005.

A motion to approve the minutes. Seconded and approved.

4.0

Continue discussion on possible update to structural standards in 2001California Building Standards Code.

No discussion. 


5.0

Continue discussion and possible action on preliminary results of CAPSS program, including TSD proposals for seismic upgrade of corner wood-framed buildings.

Proposed mandatory seismic retrofit ordinance in Berkeley and issues raised byABAG are discussed.

6.0

Discussion and possible action regarding proposed revisions, corrections and additions to the 2001 California Building Code in preparation for the 2004 edition of the San Francisco Building Code. The following chapters will be discussed:

Seismic Provisions for Private Schools
(Proposed New Chapter)

 

The report  “Seismic Safety in California Schools” by California Seismic Safety Commission is discussed.
This report does not consider conversion from Commercial to School.
If State rules on Private and Charter Schools are clarified, revision of local building codes may not be necessary.
However, if revision of local building codes is required, then outreach to interested parties, including California Chartered Schools Association, National Association of Private Schools, and architects working on projects for new private or chartered schools, or conversion would be required.  The code change will be limited to new  construction or new conversion, and it would include predesign material testing program approved by DBI, full code force level and not 75%  nor 104F , and special inspection similar to that for public schools but not  necessarily full time.

 

Chapter 23 

Wood (Section 2304.3: Timber Connectors and Fasteners)

 

Laurence Kornfield issued a memo to all DBI Plan Checkers and Inspectors on 1/6/05 on fasteners and onnectors for preservative-treated lumber.
Code requirements for fasteners and connectors would remain unchanged.
This item will be dropped from the agenda of next meeting.
 

7.0

Discussion and possible action on clarification of the Standard that applies to   historical buildings for seismic strengthening.

The Administrative Bulletin  AB-041 would be reviewed by Pat Buscovich.

This item will be dropped from the agenda of next meeting.

8.0

Items 4.0, 5.0 and 6.0 (Chapter 16E) are continued to the next regular meeting.

Next meeting will be on 3/8/2005.

Public Comment

Hanson Tom discussed about Geotechnical Report triggers and contents and SFBC Chapter 18 relating to geotechnical investigation, and whether third party review is appropriate.

Pat Buscovich recommended creation of a checklist similar to Special Inspection.
