Call to Order and Roll Call

Meeting was called to order at 9:00 a.m.  Quorum established with 3 members present.

Approval of the minutes of the Structural Subcommittee regular meeting of August 12, 2008.

A motion to approve the minutes.  Seconded and approved.

Approval of the minutes of the Structural Subcommittee regular meeting of September 9, 2008.

The minutes was amended by changing “portionate”  to “proportionate”.
A motion to approve the minutes as amended. Seconded and approved.

Approval of the minutes of the Structural Subcommittee special meeting of October 7, 2008.

A motion to approve the minutes. Seconded and approved.

Discussion and possible action on 2007 SFBC Section 1604.11.3 to incorporate applicable provisions of 2001 SFBC Section 1605.4.3.

Discussion and possible action on 2007 SFBC Section 3403.2 to incorporate applicable provisions of 2001 SFBC Section 3403.2.1.1, exception 1.

Discussion and possible action on 2007 SFBC Section 3403.2.3.2.4 to incorporate recommendations of SEAONC on repairs.

Discussion and possible action on DBI’s Special Inspection Program.


There was an upcoming meeting on  12/28/08 on Special Inspection  forms and procedures to comply with current code, possibly leading to a revision of AB-046.

Public Comment

CAPSS and soft story were discussed.

The soft story buildings in San Francisco that were targeted were 3 story wood frame building with 5 units or more with soft story,  in liquefaction zone or next to liquefaction zone, not restrained on 1 or 2  sides, and not yet retrofitted or strengthened. 
Estimated:  2800 soft story 5 unit buildings in the City and 58,000 people.

SPUR advocated “shelter in place” performance, i.e. occupants to stay in building, instead ofground floor reinforcement only for collapse prevention.
Regulations need to be revised to allow occupants to stay in buildings without electricity etc. during emergency period, say 6 months to a year before evacuating for construction upgrade work. Hopefully, the schedule could be staggered so that the residents were not out of their home in the same time.

CAPSS report due early 2009  may need to include incentive regulation package to ensure that the buildings are significantly more habitable (i.e. to fix more than the ground floor) than  collapse prevention.

Cost of retrofit, performance of buildings in Marina district after Loma Prieta (including upgrade work to change from red tag to yellow tag), how fast FEMA would respond if entire Bay area affected and damage above the 1st story were also discussed.

David Leung was requested to do  the 1st step in computer checking to track post Loma Prieta permits for the 96 buildings listed in paper, on $ spent and basic description.
