Call to Order and Roll Call

Meeting was called to order at 9:00 a.m.  Quorum established with 2 members present.

 

2.0

Approval of the minutes of the Structural Subcommittee regular meeting of August 12, 2008.

No discussion.

 

3.0

Discussion and possible action on AB-023: Tower Crane Site safety Plans

 

Draft No. 7 of AB-023 which incorporated recommendations from DBI, CAL/OHSA and crane contractors, was discussed.

 

In the Attachment  of AB-023: Crane Site Safety Plan Submittal Form and Crane Safety Compliance Agreement., Section C4:

 

“Prohibited hours:  I shall not allow installing, increasing the height (“jumping”), or dismantling of a crane during the weekday hours (excluding holidays) of 7:00 a.m. to 9:00 a.m., between the hours of 4:00 p.m. and 6:00 p.m., or prior to 1 hour after sunrise or later than 1 hour before sunset.”

 

was revised as follows:

 

 “Prohibited hours:  Without prior agreement with DBI, DPW, MTA, controlling contractor, and erector, I shall not allow installing, increasing the height (“jumping”), or dismantling of a crane during the weekday hours (excluding holidays) of 7:00 a.m. to 9:00 a.m., between the hours of 4:00 p.m. and 6:00 p.m., or prior to 1 hour after sunrise or later than 1 hour before sunset.”

 

A motion to move the revised draft AB-023  forward to the full CAC Meeting. Seconded and approved.

Discussion and possible action on 2007 SFBC Section 1604.11.3 to incorporate applicable provisions of 2001 SFBC Section 1605.4.3.

Discussion and possible action on 2007 SFBC Section 3403.2 to incorporate applicable provisions of 2001 SFBC Section 3403.2.1.1, exception 1.

Discussion and possible action on 2007 SFBC Section 3403.2.3.2.4 to incorporate recommendations of   SEAONC on repairs.

Discussion and possible action on DBI’s Special Inspection Program.


No discussion.

 

8.0

Discussion and possible action regarding a proposed ordinance finding a compelling public policy basis for expediting the processing and review of permits for seismic retrofit upgrades of soft-story, wood-frame buildings and amending the Planning Code, Building Code, Fire Code, and Public Works Code to waive permit processing fees for the proportionate share of work related to such seismic retrofit upgrades.  The possible action will be to forward to full CAC to make a recommendation to the Building Inspection Commission for their further action.

Soft story definition, CAPSS and  clarification  of  “portionate” share of work for waiving fee are discussed.
