Call to Order and Roll Call
Members: Jim Guthrie, S.E.; Chair; Ned Fennie, AIA; Michael Fretz, S.E.

Meeting was called to order at 2:00 p. m.  Quorum established with 3 members present.

2.0

Approval of the minutes of the Structural Subcommittee regular meeting of March 8, 2005.

A motion to approve the minutes. Seconded and approved.

3.0

Continue discussion on possible update to structural standards in 2001 California Building Standards Code.

No discussion.

 

4.0

Continue discussion and possible action on seismic upgrade of soft story wood-framed  buildings, including review of Assembly Bill No. 304, an act to add Section 19162.5 to the Health and Safety Code,  relating to building standards.

The Assembly Bill No. 304 provided a definition for soft story building per Appendix Chapter A4 of the 2003 International Existing Building Code.
Copies are distributed in the meeting for discussion.

 

5.0

Discussion and possible action regarding proposed revisions, corrections and additions to the 2001 California Building Code in preparation for the 2004 edition of the San Francisco Building Code.  The following chapters will be discussed:

Discussion and possible action on the following new or revised Administrative Bulletins:

      (a) AB-022:  Requirements for Geotechnical Reports

 

To be redrafted to separate into two sections, one for geotechnical requirements, another for discussion on SP 117. Provide flow chart.

 

(b) AB-046:   Special Inspection and Structural Observation Procedures

          

To be redrafted to remove list from Trichapter ICBO Special Inspection Committee and placed responsibilities on Engineer-of-Record.

The word “determines”  in Section 2B1 to be replaced by “recommends”.

 

(c)AB-058:  Building Seismic Instrumentation

 

  To be redrafted after communicating with State working group.

          

  (d) AB-078:  Criteria for Waiving Special Inspection Requirements for Signs and Awnings.

 

  Approved.

Items 3.0 through 6.0 are continued to future meetings.

Public Comment

Scraphouse, LEED training, re-institution of CAPSS program and retrofit of sprinkers are discussed.
