Call to Order and Roll Call
Members: Jim Guthrie, S.E.; Chair; Ned Fennie, AIA.; Stephen Harris, S.E.

Meeting was called to order at 9:00 a.m.  Quorum established with 2 members present.

 

2.0

Discussion and possible action regarding a proposed ordinance finding a compelling public policy basis for expediting the processing and review of permits for seismic retrofit upgrades of soft-story, wood-frame buildings and amending the Planning Code, Building Code, Fire Code, and Public Works Code to waive permit processing fees for the proportionate share of work related to such seismic retrofit upgrades.  The possible action will be to forward to full CAC to make a recommendation to the Building Inspection Commission for their further action.

 

The following revisions to the draft proposed ordinance are recommended:

 

Insert the following paragraph on Page 2:

(4) This ordinance pertains to voluntary seismic retrofit upgrades to soft-story, wood-frame buildings, without reference to a standard. However, as a result of the CAPSS program, it is likely that an upgrade standard will be proposed. If an upgrade permitted under this ordinance complies with San Francisco Building Code Section 3403.5, the completed upgrade will be deemed to comply with the new standard, when enacted.

 

 

Revise the following paragraph on Page 6:

 

            (3)  If a project involves voluntary seismic retrofit upgrades to soft-story, wood-frame buildings, as defined by the Director of the Department of Building Inspection, the applicant for said project shall be exempt from the proportionate share of fees specified under Section 351, 352, 353, 355, 356, and 357 that is related to such retrofit work.

(3)  If a project involves only the voluntary seismic retrofit upgrades to soft-story, wood-frame buildings, as defined by the Director of the Department of Building Inspection, the applicant for said project shall be exempt from the fees specified under Section 351, 352, 353, 355, 356, and 357 that is related to such retrofit work.

 

Revise the following paragraph on Page 7:

 (b)  If a project involves voluntary seismic retrofit upgrades to soft-story, wood-frame buildings, as defined by the Building Official, the applicant for said project shall be exempt from the proportionate share of fees specified under this Chapter that is related to such retrofit work.

            (b)  If a project involves only the voluntary seismic retrofit upgrades to soft-story, wood-frame buildings, as defined by the Building Official, the applicant for said project shall be exempt from the fees specified under this Chapter that is related to such retrofit work.  

 

Revise the following paragraph on Page 7:

Sec.  112.19.  Notwithstanding the fees established herein, if a project involves voluntary seismic retrofit upgrades to soft-story, wood-frame buildings, as defined by the Director of the Department of Building Inspection, such project applicant shall be exempt from the proportionate share of fees specified herein that is related to such retrofit work.

            (n)  Notwithstanding the fees specified herein, if a project involves voluntary seismic retrofit upgrades to soft-story, wood-frame buildings, as defined by the Director of the Department of Building Inspection, such project applicant shall be exempt from the proportionate share of fees specified under this Section and Sections 2.1.1 et seq.  that is related to such retrofit work.

A motion to move the revised draft proposed ordinance forward to the full CAC Meeting. Seconded and approved.
