1.0           Call to Order and Roll Call
Members: Ned Fennie, AIA; Michael Fretz, S.E.

Meeting was called to order at 2:00 p.m. Quorum established with 2 members present.

2.0          Approval of the minutes of the Structural Subcommittee regular meeting of June 5, 2002.
          
          A motion to approve the minutes. Seconded and approved.

3.0          Discussion on CAC Recommendations on Structural Items.

          CAC agreed with all of Structural Subcommittee’s recommendations except the following:
Section 2312.3 Wall Sheathing. Solid wood or plywood wall sheathing used as backing
for veneer or cement plasters shall be pressure treated with an approved preservative.
(Structural Subcommittee proposed to delete, but CAC recommended retention as is.)

Section 3209.1 ……. Sidewalks over excavated areas shall be supported on
noncombustible construction with 3-hour fire-rated protection…………….
(Structural Subcommittee proposed to delete “with 3-hour fire-rated protection”, but CAC recommended retention as is.)

Laurence Kornfield signed off for Technical Services Division and made the presentation to BIC based on the CAC recommendation. Occasionally if Laurence disagreed with CAC’s recommendation, he would route it back to CAC for reconsideration or presented
it to BIC.

(Note: BIC approved CAC’s recommendation on 6/26/02. It would be on BOS’s agenda on 7/10/02 and would be further discussed by BOS’s Public Works Committee and
Public Safety Committee on 8/20/02.)

4.0          Continue discussion on inspection on deterioration of existing wood decks.

As described in DBI’s pamphet, DBI urges all owners of properties with
exterior decks and attachments to have a licensed professional pest
control contractor, general building contractor, architect or engineer inspect
their deck, porch, stairs, balcony or other attachments, every 2 years to assure
their continued stability and safety.

There was a draft ordinance proposed by Supervisor Mark Leno on 1/8/99,
requiring that owners of residential buildings to certify for an initial 3 yr. period
to DBI that any decks, stairs, balconies or fire escapes that are not structurally integral to the building have been determined by a licensed professional engineer or other defined structural expert to meet minimum safety standards, otherwise
the building would be treated as substandard or deficient. The proposed
ordinance was delayed in favor of HIS to develop policy and procedure for
inspection of building attachments.

Our discussion on inspection on deterioration of existing wood decks would
result in a formal recommendation to be forwarded to CAC.

5.0           Discussion of SFBC Section 3403 on Seismic Triggering.

Ned presented a draft flowchart diagram on seismic triggering. He had also sent
a email to Pat Buscovich. This would eventually be reviewed by Hanson Tom
and as long as Hanson agrees, his staff will follow. Dave will give Hansom Tom
a copy of the diagram.

The purpose of the diagram is to clarify the triggering language. The diagram
shows that many boxes lead to Sec. 3403.6 which only says to use Sec. 1605.4.
Suggestions to change the language in Sec. 3403.6 and lead the boxes
directly to Sec.1605.4 was discussed.

The box for “Vertical addition’ will be revised to read: “Is the vertical addition in a
Group R, Type V and the Base Shear is less than 5%?” Suggestions to revise
the arrows are also discussed.

Ned would make a new box :” Build new area and common elements to CBC Standards/ Continue vertical load paths to foundation are adequate w/new loads,
upgrade if req’d.”

Ned will make a new draft flowchart and email to David and Hanson.

4.0          Subcommittee Member and Staff’s identification of new agenda items, as well as current agenda items to be continued to another subcommittee regular meeting or special meeting. Subcommittee discussion and possible action regarding administrative issues related to building codes.

No new agenda item. Current item 5.0 will be continued in next regular meeting on 8/7/02.

7.0          Public Comment: Public comment will be heard on items not on this agenda but within the jurisdiction of the Code Advisory Committee. Comment time is limited to 3 minutes per person or at the call of the Chair.
