Call to Order and Roll Call Meeting was called to order at 9:00 a.m. Quorum established with 3 members present.

Approval of the minutes of the Structural Subcommittee regular meeting of May 13, 2008. A motion to approve the minutes as amended above. Seconded and approved.

Discussion and possible action on AB-023: Tower Crane Site safety Plans
Draft #2 of AB-023 is discussed.
Title: “Tower Crane Site Safety Plans” is discussed. One suggestion is to change it to “Tower Crane Site Safety Plans attached to DBI permit for attachment and foundation.” It is noted that DBI does not issue permit for tower crane, only for attachment and foundation.
Definitions: 2c and 2d: Mobile cranes and self-erector, not foundation oriented, are exempt from the requirements of this AB. Item 7 of the AB on DBI’s requirement for crane inspection certificate should be rephrased to something like: “evidence of operation submittal”, or documentation that begins process with CAL/OHSA. DBI also would require location of crane on the street drawings, design loads, designated load areas and storage areas.
Item 8 of the AB:
(1) Civil Engineer licensed in the State of California need to evaluate adequacy of tieback (i.e. crane attachment) to building. (2) Civil Engineer licensed in the State of California and Special Inspector need to verify that building is up to strength to receive the crane loads.
To ensure the continuity of high level CAL/OHSA oversight , good crane procedures and good guidelines in Title 8 are in place.
Action item is to revise AB-023 to incorporate recommendations from meeting between DBI, CAL/OHSA and crane contractors on 6/26/08 and to return to this subcommittee for review.

Discussion and possible action on 2007 SFBC Section 1604.11.3 to incorporate applicable provisions of 2001 SFBC Section 1605.4.3.

Discussion and possible action on 2007 SFBC Section 3403.2 to incorporateapplicable provisions of 2001 SFBC Section 3403.2.1.1, exception 1. No discussion.

Discussion and possible action on 2007 SFBC Section 3403.2.3.2.4 to incorporate recommendations of SEAONC on repairs.
Add: “Fire damage following earthquake will be treated as earthquake damage”.
Revise Exception as follows: “This Section need not apply when the substantial structural damage is to gravity load-carrying components only and not the vertical elements of the lateral force resisting systems and is due to a cause other than wind or earthquake.”
